Finding Readers

getting work to readers seems to be the hardest part of e-publishing.  Couple of quick requests/questions 

Has anyone got a technique/ plan for getting work to your genre readers i.e. fantasy, comedy, murder-mystery etc.?

Do you know of sites that are not 'writer' orientated and more 'reader' orientated?

Outside of the internet what would people suggest can be done to improve a writer's profile?

any constructive answers and tips are most welcome

ps, what's the policy with 'friends' on this site, do you ask people you've spoken to or just randomly make friends?? ...feeling lonely (smile)
