I don't know too much about self publishing I prefer to have someone else do the legwork for me. But having your book in the library of congress is very important.

Marketing and PR is absolutely essential for an author - however, there is no need to hire anyone, you can do it all yourself. Or do some yourself and outsource some to a professional (for example, I hired a book blog tour service to arrange my tour and a video producer to create my book trailer, but I handled all the other marketing for my latest book on my own.)
