publisher is not paying royalties

I have a publisher who is avoiding payment. They do not respond on questions about payment, selling, give false invoices, explaining some nonsense about being hacked etc. It is not happening only to me, but to all the writers I have contacted. It seems that we are not selling any book. 

Do you have any advice...suggestion?
